Explanation of Project: This project will allow the Refuge to purchase the fee acquisition of Blake Island, the fee acquisition of the Mollidgewock property, and the acquisition of a conservation easement on Big Island. This project is a valuable use of taxpayer dollars because, taken together, the properties will help ensure continued resource protection for this jewel of northern New England, and build on a series of significant federal investments in the refuge in recent years.
Project Name: Advanced Carbon Nanotube Volume Production Facility

Explanation of Project: This project will create a 100,000 square foot facility with proportional increases in product volume output to meet the military’s near-term demand for carbon nanotube large area sheets for industrial scale applications. This project is a valuable use of taxpayer dollars because it will create a new manufacturing capability, establish more than 200 new jobs in New Hampshire, and prevent the transfer of technology and jobs overseas.

Explanation of Project: This project will conduct a Utility and Energy Efficiency study for the new ALLWell facility at Plymouth State University. This project is a valuable use of taxpayer dollars because PSU’s involvement in the research and creation of green buildings will pave the way for other universities and large commercial buildings to also see the economic and environmental benefits of such building.

Explanation of Project: This project will construct a state-of-the-art “LEAN” waterfront support facility for submarine availabilities performed at the Portsmouth Naval Shipyard. This project is a valuable use of taxpayer dollars because it will enable submarines to return back to the Fleet Commanders early for performing more missions, and enhance productivity and promote efficiency and teamwork for the production shops, Ship Force, Project Team, and Engineering personnel at the Portsmouth Naval Shipyard.
Project Name: Broadband Fiber Route for 24/7 Reliability

Explanation of Project: This project will contribute the necessary IT infrastructure for broader application of clinical and medical record systems for the delivery of safe and effective care, including placing a minimum of 48 strands of single mode optic fiber cable along a new route between Laconia and Franklin and providing expanded bandwidth for health care applications as well as improved reliability. This project is a valuable use of taxpayer dollars because it will increase the availability of broadband infrastructure to support both the development of health care to an underserved population and economical and quality medical delivery through the availability of a more robust and reliable infrastructure.
Project Name: Climate Change and Air Pollutant Impacts to New England’s Rare Alpine Zone

Explanation of Project: This project will analyze existing long-term data on climate and air pollution from the largest northeast alpine habitat (Presidential Range, NH) using climate indices biologically relevant for mountain ecosystems. This project is a valuable use of taxpayer dollars because the benefits of understanding the impacts of climate change on high elevation ecosystems in the White Mountains of New Hampshire will have long-term benefits in helping to protect these valuable resources, both ecologically and from an economic/tourism standpoint.

Explanation of Project: This project will allow for the fielding of 36,496 CWLS sets to the U.S. Marine Corps. This project is a valuable use of taxpayer dollars because it will reduce the weight and volume that a Marine operating as dismounted infantry must carry to accomplish combat missions in mountainous and cold weather environments.

This project is a valuable use of taxpayer dollars because it will help maintain and restore fish habitat and populations to the Connecticut River, which helps support local businesses who support the hunting and angling communities.

This project is a valuable use of taxpayer dollars because it protects the full range of ecosystem services targeted by the Forest Legacy program, including productive timberland and unique forest communities, high-quality surface and ground water, exceptional fish and wildlife habitat, and extensive recreational and historic resources.
Project Name: Consolidation of Structural Shops

This project is a valuable use of taxpayer dollars because it will support a growing domestic industry that is globally competitive; attract new companies to the region; maintain high-paying jobs; and reduce truck traffic, which results in lower oil imports, less local air pollution, greenhouse gas emissions, and highway congestion.
Project Name: Dartmouth-Hitchcock Outpatient Surgery Center

This project is a valuable use of taxpayer dollars because it will help to close the Quality Gap, provide a learning environment for the development of time management skills, create a team that will focus on an efficient and consistent process of care, diminish exposure time to the surgical procedure and anesthesia and hence potential complications, and create 56 full-time employees and numerous construction jobs.

This project is a valuable use of taxpayer dollars because it will enable service members and commanders to better focus on their important missions knowing that the families at home are taken care of; help returning service members to better integrate with their families, civilian careers, and communities; and significantly improve retention rates, recruit quality, and overall reintegration success.

This project is a valuable use of taxpayer dollars because it will improve security and better protection for base personnel, buildings, and vital submarine repair facilities.
Project Name: High Speed, High Resolution Combined Multibeam Side Scan and Interferometric Bathymetric Sonar

Explanation of Project: This project will demonstrate, with vessel mounted L-3 Klein equipment and previously validated UNH software updated for bathymetric capability, that a dedicated system combining side-scan sonar with Bathymetric capability for Rapid Environmental Assessment is not only effective but offers considerable cost savings. This project is a valuable use of taxpayer dollars because it will save the Navy money by allowing them to use one sonar device and perform the mission in a quarter of the time and increase jobs in Salem, New Hampshire by 15 to 20 jobs.
Project Name: Highly Energy Efficient Shelters with Integrated Insulation Blankets

This project is a valuable use of taxpayer dollars because it will provide the New Hampshire National Guard with modern, state of the art response capabilities that would establish or enhance our ability to respond to domestic needs of the United States and the people of New Hampshire during a terrorist incident, or natural/man-made disaster.

Project Name: Lattice Block Structures for AM2 Matting Replacement

This project is a valuable use of taxpayer dollars because it would provide numerous benefits to the local and state economies by protecting and enhancing recreation and tourism opportunities and ensuring the long-term sustainable use of forest resources for fiber and energy production through the conservation of a working forest in close proximity to two local communities.

Explanation of Project: This project will demonstrate how regional recycling of waste grease, in a self-sustainable, cost-effective manner, can reduce water degradation, and improve air quality. This project is a valuable use of taxpayer dollars because it will assist needy families with home heating, investigate aternative feedstocks to create biodiesel fuel, expand the fuel quality testing laboratory so that other biofuel producers across the State and region can certify their products in a cost-effective way, and expand the type of emissions and exposure assessment research conducted in Keene, New Hampshire.

This project is a valuable use of taxpayer dollars because it will provide forces with a more effective standoff detection method to meet threats which will reduce the incidence of injury and death.
Project Name: Multi Climate Protection System (MCPS) for the U.S. Navy and Marine Corps

Explanation of Project: This project will replace eight outdated garments for the Navy that are bulky, do not fit the aircrew population, have minimal water and wind resistance, have limited moisture management, and cannot decrease or increase thermal value by addition or removal of layers with the Multi Climate Protection System. This project is a valuable use of taxpayer dollars because, to date, MCPS has reached approximately 30 percent of all deployed aircrews, and the project employs over 1,000 New Hampshire and Massachusetts residents.
Project Name: Nashua Area Health Center Relocation and Expansion

Explanation of Project: This project will expand the Nashua Area Health Center when it relocates in order to serve additional patients and accommodate additional provider staff and expanded support staff. This project is a valuable use of taxpayer dollars because it will create or retain up to 200 defense manufacturing jobs in New England, provide DOD rapid response capability to surge demand using the network of New England suppliers, and provide DOD risk mitigation of supply chain.

Explanation of Project: This project will deploy the proven Mobile Occupational Skills Training (MOST) Program in New England as an immediate job creation solution where which up to 500 individuals from the disadvantaged population including the unemployed, returning Veterans, and recipients for Temporary Aid for Needy Families (TANF) would be trained and placed in newly created or existing vacant entry-level jobs in manufacturing sectors. This project is a valuable use of taxpayer dollars because it will provide skills that lead to jobs and medical coverage for up to 500 individuals.

Explanation of Project: This project will acquire, install, and train staff in the use of a clinical management system that will enable them better treat and assist clients. This project is a valuable use of taxpayer dollars because this technology will allow the staff to thoroughly assess a client’s needs, customize treatment, update clinical records, electronically share data within the Phoenix House treatment network and with governmental and community partners, and help program graduates remain in recovery by providing electronic access to Phoenix House support services.
Project Name: New Hampshire Electronic ICU Pilot Program

Explanation of Project: This project will develop a pilot project for a rural, isolated hospital ICU to link via a dedicated broadband network to an advanced tertiary hospital eICU. This project is a valuable use of taxpayer dollars because by using the benefits of the eICU model, patients can receive intensive care in their own community rather than suffer the additional burdens and costs of traveling to a distant tertiary hospital.
Project Name: New Hampshire Primary Care Workforce Initiative

Explanation of Project: This project will allow New Hampshire Community Health Centers (NH CHCs) and safety net providers to continue to invest in increasing recruitment costs; the New Hampshire Recruitment Center to increase the national marketing and outreach to primary care providers in practice; and the statewide Area Health Education Centers to offer support to NH CHCs and safety net providers that serve as training sites for health professional students and to encourage students in secondary school and college to consider careers in primary care in New Hampshire. This project is a valuable use of taxpayer dollars because it will enable NH CHCs and safety net providers to increase their ability to recruit doctors and dentists to work at NH CHCs and safety net provider clinics, provide direct employment and training opportunities for people in the State, serve additional patients, and positively impact the local economies.

Project Name: Osgood Pond Aquatic Ecosystem Restoration Project

Explanation of Project: This project will restore the Osgood Pond to an open water aquatic ecosystem; provide habitat for fisheries and waterfowl; maintain and restore wetland resources in the upper reaches of the Pond on the Town-owned Brox lands; and utilize dredged material from the project for restoration purposes. This project is a valuable use of taxpayer dollars because the 30 acre restoration area is within the watershed of Osgood Pond, within a future industrial development area, and would be restricted from future development with a permanent conservation easement.
